Papers chiefly document Hemphill's service as a member of Congress and Federal District Court judge, 1964 to 1983. The papers are arranged in seven series: General, Judicial, Speeches, Topical Files, Writings, Photographs, and Clippings. General Papers, 1926 to 1983, consist primarily of correspondence; this series documents Hemphill's political campaigns in 1950 for Solicitor and 1956 for Congress; activities in Congress, 1957 to 1964; and his 1964 appointment to the bench and subsequent judicial career; also contains records relating to the Democratic Party in Chester, S.C., and elsewhere in S.C.; and letters and other papers documenting social events associated with hunting and fishing which provided Judge Hemphill and his friends and associates with opportunities for fellowship and recreation. Correspondents include Sol Blatt, Jr.; John Bolt Culbertson; Tom S. Gettys; Clement F. Haynsworth, Jr.; Olin D. Johnston; John F. Kennedy; Robert Kennedy; J. Robert Martin, Jr.; Julius B. "Bubba" Ness; Donald Russell, John Spratt, Strom Thurmond; John West, and others. Judicial Opinions, 1964 to 1979, consist of eight bound volumes. Speeches include the texts of speeches presented by Hemphill as well as programs for events at which Hemphill spoke. Topical Files contain Hemphill's military records and reflect activities in his native Chester County, S.C.; and elsewhere; topics include Chester High School; Civil Air Patrol, 1966-1977; an autobiography of Weston Carrier Cook; life at USC during the Great Depression, 1933-1937; files re U.S. Army Air Force, 1941-1945 (Hemphill volunteered as a Flying Cadet and served as instructor stationed at airfields in Texas training pilots on the B-24 Liberator bomber). Material relating to Hemphill's leadership in Purity Presbyterian Church (Chester, S.C.) includes Sunday School lesson plans and minutes of the Board of Deacons. Writings consist of articles and drafts of articles, chiefly reminiscences of his courtroom experiences. In a letter to Thomas Harrington Pope, 13 January 1975, regarding Pope's editorial comments on an article for The Transcript, Hemphill noted, "I have a number of stories written, in a notebook in Columbia, that I cannot publish, because they would offend the people who are living....If the Lord lets me live...I am going to retire at age 65 and then try to see if I can write." Other materials inlcude photographs, miscellany, clippings, and 9 scrapbook volumes.
